Indonesia-china expand defense cooperation

Beijing (ANTARA Bengkulu) - Indonesia and the People's Republic of China agree to expand defense cooperation to improve the professionalism of the armed forces of both countries, better relationships and use both sides uphold the security of the area, particularly in Asia.

In the forum, the Indonesian delegation led by Deputy Minister of Defense Sjafrie Sjamsoeddin while the Chinese delegation led by Vice Chief of General Staff Lieutenant General Armed Forces China Jian Guo Qi.

Indonesia-China hold defense consultation meeting


Beijing  - Indonesia and China have again staged a consultation meeting to improve the two countries` relations and cooperation in the field of security and defense.

The Indonesia-China Defense Consultation Forum at the People`s Liberation Army (PLA) Headquarters was the fifth since 2007.

Indonesia`s delegation was led by deputy minister of defense Sjafrie Sjamsoeddin while the Chinese delegation was led by PLA`s deputy chief of general staff Lieutenant General Qi Jian`guo.

The meeting discussed development of the defense cooperation agreement made by the two countries in the framework of strategic partnership in April 2005.

Sjafrie Sjamsoeddin said that the meeting was initially scheduled on November 2012 but it was then postponed due to a process of leadership change in that country in the month.

Meanwhile "we also had an important agenda in that month namely a leadership meeting which had only ended yesterday," he added.

Indonesia To Build Unmanned Drone Squadron In 2013

Indonesia's Minister for Research and Technology, Gusti Muhammad Hatta said the country will build an unmanned drone squadron in 2013 for special missions and national defence, Indonesia's Antara reported.

The development of the unmanned drone squadron is one of the main objectives of The National Technology Awakening Day, which will be held this year. In addition, rockets and satellites will be developed as part of The National Technology Awakening Day.

The unmanned drone squadron will also be able to create artificial rain, said the Minister.

"The unmanned drone squadron will be able to create artificial rain. It can be used to monitor active and dormant volcanoes, and illegal fishing and logging activities," said the minister on Thursday.

The Ministry will work closely with the National Aeronautics and Space Institute (LAPAN) and the Agency for Assessment and Application of Technology (BPPT) to build the drone squadron.

"LAPAN has built one small drone, while BPPT has developed three classes of drones: small, medium and large," he said, adding that the defence ministry will provide funds to build the drone squadron.


The Research and Technology Ministry is also developing technologies to manufacture tanks.

"We have created panzers; now, we want to develop tanks," said the minister, adding that the ministry will also work closely with India to build satellites.

Russia to finance Indonesian purchase of six Flanker fighter aircraft

ussia's Vnesheconombank (VEB) will provide Indonesia a total of $399.5 million in credit to finance purchases of six Russian-made Su-30MK2 Flanker multirole fighter aircraft and related equipment. The equipment will be supplied by Russia's state-run arms export company Rosoboronexport.


The credit will be provided for a seven-year term, Rosoboronexport said. This is the second credit agreement between VEB and Indonesia's finance ministry in the past two years.Earlier, VEB's deputy chief Alexander Ivanov said the group won the Indonesian finance ministry's tender to finance the purchase.The six aircraft will be the second squadron of Su-30MK flankers bought by Indonesia. The aircraft was developed in the late 1990’s and first saw service with the Indian Airforce which has acquired some 50 of the aircraft. It is also in service with China, Malaysia and Algeria.
MK standing for Modernizirovannyi Kommercheskiy ('modified commercial') indicating that this version developed in 1997 was developed especially for the export market.

Indonesia Ordered 36 Astros II Rocket Systems

Brazil's "Avibras Industria Aerospacial" signed a contract to supply Indonesia with two batteries MRLS "Astros-2” (ASTROS - Artillery Saturation Rocket System).
According to "Jane's Defence Weekly" in the exhibition held in Jakarta "IndoDefence 2012" representative "Avibras", an agreement was signed with the Ministry of Defense of Indonesia "recently" and provides for the production and supply of two batteries, "Astros" as well as the transfer of technology and their service Indonesian repair industry. Earlier, Indonesian online media reported that one of the MLRS "Astros-2" version Mk.6 was demonstrated during the past 5 October in Jakarta military parade.
Under the agreement Indonesia will receive 36 launchers and a similar number of transport-charging machines, fire control, mobile repair shops, mobile weather stations, control vehicle battery commander. "Avibras" will also provide training facilities, simulators and a package of spare parts.
 
Despite the fact that the cost of the agreement were not disclosed, it can be estimated at 350 million dollars. In June this year, Brazilian Army signed a contract for the purchase of three batteries MLRS "Astros 2020" worth 525 million dollars. In addition, the MLRS "Astros" were delivered in 2002 and 2007 to Malaysia.
According to the signed November 8 Indonesia and "Avibras" memorandum of understanding, a Brazilian manufacturer of the Indonesian state-owned companies will give “PT Pindad” and “PT Dirgantara" as well as the National Institute of Aeronautics and Space Technology and the necessary "know-how".
According to the statement of the Executive Director of "Avibras" Sami Youssef Hassuani (Sami Youssef Hassuani), a technology transfer agreement will strengthen cooperation in Indonesia and Brazil in the field of defense.
Earlier Indonesia signed a contract to buy Brazil 16 light combat / training aircraft EMB-314 (A-29) "Super Tucano". The first four aircraft were delivered in August 2012.

70% OF INDONESIA'S AIRSPACE

Indra will implement four new latest-generation radar systems in Indonesia. This contract means that there will now be ten stations deployed by the company, controlling approximately 70% of the archipelago's airspace.

The new stations will be at Natuna, Tanjung Pinang, Sorong and Pontianak and will have Indra mode S secondary radars. This technology is the most advanced in the market in terms of the detection and identification of aircraft and complies with the highest standards of the International Civil Aviation Organization (ICAO) and Eurocontrol, amongst others.

These systems will be added to the ones already implemented by Indra at Sentani, Bali, Medan, Curug, Tarakan and Timika. The modernisation of the surveillance network will appreciably improve the safety of air operations and increase the number of flights that can be managed.

The radar system implemented by Indra at Curug will be used to train the technicians who are to use this surveillance system technology.

Thanks to these contracts Indra is now the main supplier of radar systems in Indonesia. The company has been responsible for all the latest projects related to the modernisation of the country's surveillance network.


Air control safety

Additionally, Indra is equipping the Medan control centre, which once construction is completed will manage Sumatra's traffic, and the Berau control centre with its automated air traffic management system. This solution is already in place at the Sentani centre, which manages Papua's traffic.
Indra's automated air traffic management system relieves controllers of certain repetitive tasks, allowing them to manage a greater number of flights. The system also generates alerts in the case of route conflicts. These functions increase the safety and efficiency of the management of the traffic.

Indra in Asia

Indra has been supplying Indonesia with air traffic management systems since 2007. The country's geography, made of up thousands of islands, its popularity as a tourist destination and its strong economic growth have led to a significant increase in its air traffic in recent years. Accordingly, plans to modernise the nation's air traffic management infrastructure have been implemented.

India to train, support Indonesian Sukhoi fleet

New Delhi - In a move that will significantly shore up bilateral military ties, India has agreed to train and support the Indonesian Air Force in operating its fleet of Russian Sukhoi fighter jets. It will shortly send a high-level team to work out the details of a support package.

While India had a similar agreement with Malaysia that also operates the fighter jets, the decision to cooperate in training, technical help and spares support with Indonesia has been taken during the ongoing visit of Defence Minister A K Antony to Jakarta.

The Indonesian Air Force currently operates both the Su 27 and Su 30 fighters and will eventually have 16 of them in service, if more orders are not placed.

In the past, Jakarta has had a pact with China to train its pilots and provide technical support for the fighter fleet.

Given that India also operates the fighters and will have one of the largest fleets in service once all the 272 jets enter service, Jakarta has been interested in seeking New Delhi’s assistance for technical support and training.

In his interaction with top Indonesian officials in which the issue came up, Antony has said that a “high-level Indian Air Force team would be sent to finalise details of training and spares support package”. The team, Antony conveyed, will be sent across “once the Indonesian Air Force firms up its requirements”.


While the details will be worked out, the package is likely to involve a maintenance contract for the aircraft to Hindustan Aeronautics Limited (HAL), which is producing and maintaining the Indian fleet of the fighters. In 2007, India had embarked on a similar deal with Malaysia to train its pilots and weapon operators on their Su 30 MKMs.

Besides the Air Force cooperation, India and Indonesia deliberated on several issues of mutual interest and decided to “significantly enhance their defence cooperation”, a defence ministry spokesperson said. “The two sides exchanged views on issues relating to regional and global security, bilateral exercises involving Services, training, co-production of defence equipment and ammunitions and visits at high levels,” Defence Ministry spokesperson Sitanshu Kar said.

During his visit, Antony spoke at length on ‘power rivalries’ in the Indian Ocean Region and said that although conducted in local theatres, their impact is felt in the wider regional arena too.

“Our view is that all countries should exercise restraint and resolve the issue through dialogues according to principles of international law,” he commented on the South China Sea dispute.

Antony is leading a high-level delegation to Jakarta that includes Defence Secretary Shashikant Sharma, CISC Vice Admiral SPS Cheema, C-in-C Andaman & Nicobar Command Lt Gen NC Marwah and DG Ordnance Factory Board SK Beri.

Indonesia develops drone to monitor border regions

A small green aircraft flew in the blue sky over the Halim Perdanakusuma airbase in East Jakarta on Thursday morning. The unmanned aerial vehicle (UAV) features all the characteristics of a surveillance drone, except for its thunderous sound.
“The plane is designed to carry out surveillance. Given its noise levels, however, its targets would easily become aware of its position,” Research and Technology Minister Gusti M. Hatta said during the drone’s flight demonstration, which was also attended by Defense Minister Purnomo Yusgiantoro. The drone was developed jointly by the Agency for the Assessment and Application of Technology (BPPT) and the research and development division at the Defense Ministry. Purnomo said after the demo that a squadron of drones would soon join the Indonesian Air Force (TNI-AU), making Indonesia one of a few countries that develop UAVs. The aircraft, according to the minister, would be placed in the country’s vast border regions. Indonesia shares land borders with Papua New Guinea to the east, Malaysia and Brunei Darussalam on Borneo, and Timor Leste on Timor Island. Most illegal migrants enter the country along these borders. As of August this year, some 7,370 migrants had illegally entered Indonesia via Nunukan in East Kalimantan, which directly borders Malaysia. Aside from surveillance, the UAVs can also be equipped with military applications. “These UAVs can be upgraded to fire missiles and to carry bombs,” Purnomo said. Currently, the BPPT and the Defense Ministry’s research and development division have created around 12 UAV prototypes, which bear names including Sriti, Alap-Alap, Gagak, Pelatuk and Wulung. Wulung, which was tested on Thursday, has a wingspan of about 6 meters, a height of 1.2 meters and a length of around 4 meters. The aircraft performed surprisingly well during the test flight. Despite the country’s achievement with the UAVs, the BPPT’s
engineering researcher, Adrian Zulkifli, admitted that Indonesia was still far behind other countries in terms of unmanned aircraft development. A report by CNN stated that the US had only 11 drones in 2011 when it declared its War on Terror. However, it currently had around 7,500 drones that have been deployed in many of its military operations overseas, the report said. The drones can fly as far as Afghanistan, Iran and Pakistan, despite being remotely operated by pilots from military bases in the US. Meanwhile, their Indonesian counterpart, the Wulung, can currently only fly as far as 73 kilometers from its ground controllers. “We are working on enabling our UAVs to travel up to 300 kilometers,” Adrian said, adding that the Wulung could fly up to four hours non-stop. The Wulung and the other UAVs are operated by software originally made by the BPPT. “We created the software to operate the UAVs,” Adrian said, adding, however, that the aircraft’s engines and cameras were imported from European countries. “We are learning to produce the engines so that we will not be forever dependent on other nations. However, their quality may not initially be as good as those from countries with advanced experience in UAV production.” With the planned inclusion of a squadron of UAVs in the Air Force, the Indonesian Army will be one step closer to achieving its minimum essential force in 2025.
